STAFF REPORT <br />DATE: 4/7/2026 <br />REGULAR <br />TO: Mayor and Councilmembers <br />FROM: Jason Stopa, Community Development Director <br />AGENDA ITEM: 2050 Comprehensive Plan Contract with Bolton and Menk <br />CORE STRATEGIES: <br />☐ Vibrant, inclusive, connected community <br />☐ Responsive, transparent, adaptive governance☒ <br />☒ Managed Growth <br />☐ Efficient, reliable, innovative services <br />☐ Balanced Finances now and future <br />☒ Resilient Infrastructure <br />BACKGROUND: <br />Every ten years cities within the Metropolitan Council’s jurisdiction are required to complete a comprehensive <br />plan. The plan is typically completed by a consultant. We worked with Bolton & Menk, the city’s consultant for <br />planning and engineering services on determining the scope of the comprehensive plan and requested input <br />from the Council at the July 2025 workshop. On December 31, 2025, we received a proposal from Bolton & <br />Menk. On February 20th, staff sent a request for proposals to four firms (Landform, Swanson Haskamp, WSB, and <br />HKGi) and one responded (HKGi). <br />ISSUE BEFORE COUNCIL: <br />Should the Council approve a contract with Bolton & Menk to complete the city’s 2050 Comprehensive Plan? <br />PROPOSAL DETAILS/ANALYSIS: <br />The proposal meets all requirements from the Met Council including a review of land uses, housing, <br />transportation, parks & trails, climate, and infrastructure capacity & planning. Bolton & Menk is the City’s <br />consultant for planning and engineering services. HKGi’s proposal included contracting with Bolton & Menk for <br />infrastructure planning. HKGi’s proposal cost is $213,000. Bolton & Menk’s proposal cost is $176,824. Bolton & <br />Menk’s proposal separates costs with the utility/infrastructure study portion at $49,505 and the planning, <br />community engagement, project coordination, and document creation portion at $127,319 for a total of <br />$176,824. Community Development budgeted $150,000 for the plan within the department’s budget. Staff <br />recommend paying $49,505 for the utility/infrastructure study from the respective utility fund. <br />Bolton & Menk will provide a presentation on their proposal. <br />FISCAL IMPACT: <br />The total cost of the plan is $176,824. Lake Elmo is eligible for a grant from the Met Council ($40,000-$54,000).
