1 <br /> <br /> <br /> <br />City of Lake Elmo <br />Scope of Services <br />2050 Comprehensive Plan Update <br />February 19, 2026 <br />The City of Lake Elmo is seeking proposals from qualified consultants to assist with preparation of its <br />2050 Comprehensive Plan Update. Consulting teams should have experience in land use, housing, and <br />infrastructure development planning. The updated plan is expected to include both statutory-required <br />elements related to regional systems and a refreshed vision of expected change and growth unique to <br />Lake Elmo. <br />Tasks <br />This scope of work includes the following tasks that will provide a complete comprehensive <br />plan update, with a plan approved by the Met Council and adopted by the City. <br /> <br />Task 1: Project Initiation and Project Management <br />Project Kickoff: Project team will attend a project kickoff meeting with the City of Lake Elmo staff to <br />discuss the needs and finalize the scope of work. <br />Issue Identification: Understanding the issues and expectations of staff. <br />Project Management: This process involves regular coordination and updates to the staff and a technical <br />advisory committee to review progress and provide direction. <br />Task 2: Community Engagement <br />• Communications Plan: Provide a brief communication plan to city staff for review and approval <br />which identifies the following engagement strategies to take place largely in 2026. <br />• Survey: Provide an on-line survey to garner input and feedback on the draft chapters. <br />• Website: Provide a website for the plan and update it throughout the project. <br />• In Person Engagement: Provide an approach for in-person engagement <br />• Digital Engagement: Provide an approach for social media engagement. <br />• Technical Advisory Committee Review: Provide an approach for a Te chnical Advisory Committee. <br />Task 3: Chapter 1 Goals and Vision <br />Work with staff and the technical advisory committee to confirm the updated vision and goals.
