4 <br /> <br />Provide an update to the city’s Surface Water Management chapter which will leverage the 2040 <br />Comprehensive Plan and the current Surface Water Management Plan to incorporate general language <br />updates; figure and exhibit updates; and other updates required by regulatory agencies and stakeholders <br />to meet the following minimum requirements of the Met Council: <br />• Review each section and identify text updates <br />• Update Surface Water Management Plan tables, as necessary <br />• Analyze and modify current Surface Water Management Plan maps and figures and update with <br />the best available data <br />• Update Surface Water Management Plan maps describing the City’s drainage system to meet <br />minimum requirements <br />Task 11: Chapter 9 Parks and Trails <br />In 2024, the City of Lake Elmo adopted the City of Lake Elmo Park System Plan. This plan should serve as <br />the foundation for meeting minimum requirements of the Metropolitan Council. The 2050 <br />Comprehensive Plan will supplement the Park System Plan by meeting the following minimum <br />requirements: <br />• Regional Park/Trail Map and Description <br />• CIP for Parks <br />Task 12: Chapter 10 Climate <br />Provide a new Climate chapter to include minimum requirements of the Met Council: <br />• GHG Inventory <br />• Strategies for reducing GHG’s <br />• Reduction Strategies Impact <br />• Climate Hazards and Strategies <br />• Food Systems Strategies <br />Task 13: Chapter 11 Natural Systems <br />Provide a new natural systems chapter to include minimum requirements of the Met Council: <br />• Map of Natural Systems <br />• Opportunities for Protections <br />• Protection Improvement Goals <br />• Protection Strategies for Goals <br />Task 14: Chapter 12 Implementation <br />Provide an implementation chapter to include minimum requirements of the Met Council: <br />• Identified Zoning Code and Map Changes <br />• Zoning Map and Category descriptions
