03 <br />Mayor & Council <br />The City of Lake Elmo <br />Mayor Charles Cadenhead <br />Nick Kragness <br />Nick Dragisich <br />Jeff Holtz <br />Matt Hirn <br />Council Members <br />L A K E E L M O A N N U A L R E P O R T | 2 0 2 5 <br />City Council members are appointed <br />annually as a liaison to a board or <br />commission to facilitate communication <br />and interaction between the Council, <br />internal advisory bodies and other <br />governmental and non- profit <br />organizations. <br />As the City’s policy-making and legislative <br />authority, the Council approves the budget <br />and tax levy, adopts ordinances, and sets <br />the City’s long-term vision. Council <br />members provide leadership by identifying <br />community issues and opportunities and <br />guiding policies related to land use, <br />planning, capital improvements, and <br />intergovernmental coordination. <br />Policy <br />The Lake Elmo City Council serves as the <br />City’s governing body, setting policy <br />direction and making decisions that guide <br />the future of the community. The Council <br />adopts the annual budget and tax levy, <br />approves ordinances and resolutions, <br />establishes long-term strategic priorities, <br />and oversees major projects and land use <br />decisions. Working collaboratively with city <br />staff and residents, the council ensures that <br />services are delivered responsibly, <br />transparently, and in alignment with the <br />community’s vision and values. <br />Community Responsibilities <br />What We Do
