To provide legal services to the City of Lake <br />Elmo in an accurate, efficient, and timely <br />manner to all City departments, City <br />administration, and the City Council. <br />What We Do <br />There are four types of legal services provided to the City of Lake Elmo. The first type is General Legal <br />Services. This includes providing routine legal advice, drafting/reviewing ordinances, <br />reviewing/drafting contracts, employment/labor issues, conducting training for the City Council and <br />commissions, and attending City Council meetings. The amount that the City spent on General Legal <br />Services in 2025 is $57,212.05. <br />The second type of legal services provided to the City is Litigation Services. This includes defending the <br />City in actions brought in federal or state court or assisting the City’s defense counsel (appointed by <br />the City’s insurer) with defense of the City. It also involves actions that the City is a party to that are not <br />necessarily defense actions. The amount that the City spent on litigation services in 2025 is $19,364.90. <br />The third type of legal services provided to the City is Developer Services. These services are provided <br />to the City when a developer or property owner desires to do a development project in the City. These <br />costs are passed through to the developer/property owner by the City and the developer/property <br />owner reimburses the City. This includes reviewing plats, development agreements, drafting easements, <br />stormwater maintenance agreements, and other documents. The amount that the City passed through <br />to developers on Developer Services in 2025 is $31,085.60. <br />The fourth type of legal services provided to the City is Economic Development Services. These are <br />services that are provided to the City to further economic development in the City. Sometimes, these <br />costs are passed through to the developer by the City. This includes drafting purchase agreements <br />and development agreements and other real-estate related matters.
