STAFF REPORT <br />DATE: 4/7/2026 <br />Consent <br />TO: Mayor and Councilmembers <br />FROM: Ashley Monterusso, City Planner <br />REVIEWED BY: Nicole Miller, City Administrator & Clarissa Hadler, Finance Director <br />AGENDA ITEM: 2026 Washington Country Recycling Grant <br />CORE STRATEGIES: <br />☒ Vibrant, inclusive, connected community <br />☐ Responsive, transparent, adaptive governance <br />☐ Managed Growth <br />☐ Efficient, reliable, innovative services <br />☒ Balanced Finances now and future <br />☐ Resilient Infrastructure <br />BACKGROUND: <br />For several years, the City has been a participant in the Recycling Grant program offered by Washington County. <br />This program allows for reimbursement of costs related to encouraging residential recycling in the City of Lake <br />Elmo. <br />ISSUE BEFORE COUNCIL: <br />Should the city approve the Recycling Grant Agreement with Washington County? <br />PROPOSAL DETAILS/ANALYSIS: <br />Staff has identified projects including community outreach via the City’s website, newsletter and other digital and <br />physical communications along with at least one recycling event at City Hall to encourage recycling and inform <br />residents of opportunities to reduce their solid waste through recycling. The city will also use the grant to purchase <br />dual recycling/garbage bins for City Parks. The project plan has been accepted by Washington County and upon <br />completion of the tasks included the City will receive a grant of $30,830.00 for 2026. <br />FISCAL IMPACT: <br />Up to $30,830 will be received if all projects are completed within the scope <br />OPTIONS: <br />• Approve the Recycling Grant Agreement <br />• Deny the Recycling Grant Agreement <br />• Table for future discussion <br />RECOMMENDATION: <br />If removed from the Consent Agenda, staff recommends the following motion:
