STAFF REPORT <br />DATE: April 7, 2026 <br />CONSENT <br />TO: Mayor and Councilmembers <br />FROM: City Clerk Julie Johnson <br />AGENDA ITEM: Approve Special Event Permit for 4th of July Parade <br />CORE STRATEGIES: <br />☒ Vibrant, inclusive, connected community <br />☐ Responsive, transparent, adaptive governance <br />☐Managed Growth <br />☐ Efficient, reliable, innovative services <br />☐ Balanced Finances now and future <br />☐ Resilient Infrastructure <br />BACKGROUND: Connect Lake Elmo is asking the city to approve a special event permit in <br />order to conduct the annual 4th of July Kids Parade. The special event has taken place for <br />decades and has been planned by Connect Lake Elmo for the past few years. The City was <br />approached again this year for approval for the special event as was done in the past. <br /> <br />Staff is recommending that the City contribute services from our Public Works Staff and vehicles, <br />as well as Fire Department Staff and vehicles. <br /> <br />Washington County Sheriff will also be present for public safety. <br /> <br />City staff have been involved with the public safety planning and required road closure for this event. <br /> <br />ISSUE BEFORE COUNCIL: Should the Council approve the special event permit for the 4th of <br />July Kids Parade and waive the permit fee ($75.00) and allow use of city facilities? <br />PROPOSAL DETAILS/ANALYSIS: Connect Lake Elmo is requesting use of Lions Park, the <br />park pavilion and the old fire station parking lot for post parade activities. Planned activities <br />include a dunk tank, kids activities, crafts and refreshments provided by local businesses. <br /> <br />Event Timetable: <br />9:30 a.m. parade line up <br />10:00 a.m. parade starts <br />10:15 a.m. – 12:30 p.m. post parade activities in Lions Park <br /> <br />FISCAL IMPACT: No cost outside of staff time in preparation for the event, promoting the event, <br />and for those who will be attending the event. <br />
