STAFF REPORT <br />DATE: April 7, 2026 <br />CONSENT <br />TO: Mayor and Councilmembers <br />FROM: City Clerk Julie Johnson <br />AGENDA ITEM: Adopt Resolution Establishing Polling Locations <br />CORE STRATEGIES: <br />☐ Vibrant, inclusive, connected community <br />☐ Responsive, transparent, adaptive governance <br />☐Managed Growth <br />☒ Efficient, reliable, innovative services <br />☐ Balanced Finances now and future <br />☐ Resilient Infrastructure <br />BACKGROUND: The city currently operates two polling locations: Precinct 1 at the City Center building <br />and Precinct 2 at the old City Hall building. With the growth in registered voters, it is no longer feasible <br />to use the City Hall building for a polling place due to the lack of parking for both precincts. <br />ISSUE BEFORE COUNCIL: Should the city relocate Precinct 2 to Rockpoint Church? <br />PROPOSAL DETAILS/ANALYSIS: Rockpoint Church is located at 5828 Kelvin Avenue North in Lake Elmo <br />and has offered use of their facility as a polling location for the city. Staff met with representatives of <br />the church to view the area to be used as a polling place and found the location to be much larger than <br />our space at the City Hall building, and there is ample parking for voters. The building is also accessible <br />for voters with disabilities and has designed handicapped parking. Staff propose moving Precinct 2 <br />from the City Hall building to Rockpoint Church and feel this will provide a much better location for <br />voters. The church has provided a facility use agreement that has been reviewed by the City Attorney. <br />The city will also provide a certificate of insurance. <br />FISCAL IMPACT: None. The church is offering use of its facility free of charge. Staff will clean the area <br />used at the end of each election day. <br />OPTIONS: Continue to use the old City Hall building for elections. <br />RECOMMENDATION: (if pulled from Consent) “Motion to adopt resolution 2026-020 establishing <br />polling locations.”
