STAFF REPORT <br />DATE:April 7, 2026 <br />CONSENT <br />TO:City Council <br />FROM:Chad Isakson, Assistant City Engineer <br />AGENDA ITEM: Authorize Design Services for the Elmo’s Pup Park Parking Lot <br />Improvements <br />REVIEWED BY: Nicole Miller, City Administrator <br />Clarissa Hadler, Finance Director <br />Pete Tholen, Public Works Director <br />Nate Stanley, City Engineer <br />CORE STRATEGIES: <br />☒ Vibrant, inclusive, connected community ☐ Efficient, reliable, innovative services <br />☐ Responsive, transparent, adaptive governance ☒ Balanced Finances now and future <br />☐ Managed Growth ☒ Resilient Infrastructure <br />BACKGROUND: The 2026 Capital Improvement Plan includes improvements to the parking lot and <br />trail segment at Elmo’s Pup Park / Public Work’s Jamaca Building. <br />ISSUE BEFORE COUNCIL: Should the City Council authorize preparation of plans and specifications <br />for the Elmo’s Pup Park Parking Lot Improvements? <br />PROPOSAL DETAILS/ANALYSIS: The existing parking lot is comprised of failed pavement or gravel <br />with standing water in areas. The proposed improvements include reclaiming the existing pavement, <br />shaping and grading the gravel surface, and repaving the parking lot and a trail segment. An exhibit is <br />included in the appendix for reference. No striping or signage is included in the design scope. <br />FISCAL IMPACT: If authorized, Bolton and Menk will complete final design and bidding services in a <br />not to exceed amount of $20,000. The proposed work is identified in the capital improvement plan to be <br />paid out of the General Fund and Park Dedication Fund. <br />OPTIONS: <br />Authorize preparation of plans and specifications. <br />Do not authorize preparation of plans and specifications. <br />RECOMMENDATION: Staff are recommending that the City Council, as part of the Consent Agenda, <br />authorize preparation of plans and specifications for Elmo’s Pup Park Parking Lot Improvements. If <br />removed from the consent agenda, the recommended motion for the action is as follows:
