CITY OF LAKE ELMO <br />CITY COUNCIL WORKSHOP MINUTES <br />MARCH 10, 2026 <br />CALL TO ORDER <br />Mayor Cadenhead called the meeting to order at 6:30 pm. <br />PRESENT: Mayor Cadenhead, Councilmembers Nick Dragisich and Matt Hirn. <br />ABSENT: Councilmembers Jeff Holtz and Nick Kragness. <br />Staff present: Community Development Director Stopa, City Planner Monterusso, City Engineer <br />Stanley, Fire Chief Kalis, Special Projects Manager Schroeder, Finance Director Hadler and <br />Finance Coordinator Kraemer. <br />Guidance on City Owned 108-Acres <br />Community Development Director Stopa provided a review of items for council input prior to <br />offering the property for sale. Discussion was held regarding sewer connection, hiring a broker, <br />renewing the AUAR, community engagement and an RFP for parcel 3. Director Stopa also <br />presented options for development of parcel 3 as a mixed use residential concept. <br />Use of Stormwater Funds to Pay for Street Improvements <br />Finance Director Hadler reviewed the stormwater fund purpose and discussed the practice of <br />using the fund for street improvements. Director Hadler noted that the utility study is being <br />updated by staff and discussed future increases in stormwater utility rates. Discussion was held <br />regarding rate increases and use of funds for projects such as streets along with funds from <br />bonding. <br />Agenda Procedures <br />Special Projects Manager Schroeder discussed the current ordinance related to preparation of <br />City Council meeting agendas and packets. Manager Schroeder noted that previous a previous <br />council put the ordinance in place to better control the agenda process and encouraged the <br />council to consider that future councils may have challenges that the current council does not <br />have. Discussion was held regarding options for allowing councilmembers to add items to the <br />agenda at a meeting and options for speeding up the process for councilmembers to add items to <br />future agendas. <br />250th Anniversary of the USA Discussion <br />Councilmember Dragisich suggested appointing a committee to plan a celebration for the <br />country’s 250th anniversary. Discussion was held regarding holding an event on a different date <br />than the 4th of July Parade and the type of activities to be included in the celebration was also
