Modification performance measure monitoring and future closure responsibilities,and maintenance <br />responsibilities by the State, County and City upon completion of the Project. <br />Key elements of the Agreements are as follows: <br />Washington County will oversee the Project delivery,including acquisition of all right-of-way and <br />easements,preparation of project plans and specifications,obtaining contractor bids,awarding a <br />construction contract,and having primary responsibility for the performance of the construction contract. <br />The State,through the Office of State Aid for Local Transportation,will provide cost share for the Project <br />in the amount of $8,005,000.This includes $6,400,000 in Federal Aid Funds,$1,600,000 in State match to <br />Federal Aid Funds,and $5,000 in additional State Funding.These funds are in addition to State Legislative <br />Bond Funds allocated for the Project. <br />The State will maintain ownership of all improvements made to the Trunk Highway right-of-way. <br />Agreement No.1062311 between the State and the City is cited to address the turnback of a portion of <br />60th Street North (South Frontage Road) to the City following the completion of the Project. <br />Maintenance responsibilities are defined for the State, County and City upon completion of the project. <br />o The City shall own and maintain,without cost or expense to the State or County,60th Street North <br />(South Frontage Road)and all improvements constructed under the Project within the South <br />Frontage Road right-of-Way.This includes all pavement,pavement markings,signing,curb and <br />gutter, streetlights, and relocated trunk watermain utilities. <br />o The City shall own and maintain all storm sewer pipes and stormwater management basins as <br />depicted on Exhibit A (Drainage Ownership and Maintenance),the Keats Wet Pond,and shall <br />share in the non-routine maintenance costs for all other storm water basins by the percentage of <br />contributing drainage area at the time of maintenance. <br />The Agreement addresses the Performance-Measure monitoring of the safety and operation of the post <br />construction Keats Avenue Access Modification.The State,City,and County (as appropriate)agree to <br />collaboratively monitor eastbound TH 36 at Keats Avenue,however,the State’s determination regarding <br />the safety and operation of the Keats Avenue access modification will be final,binding,and conclusive, <br />and the future cost to remove the TH 36 right turn lane to Keats Avenue will be the responsibility of the <br />City. Monitoring parameters are defined as follows: <br />o occurrences where turn-lane or exit-lane volumes exceed capacity, <br />o crash statistics at TH 36 and Keats Avenue, <br />o incidents of wrong-way driving from Keats Avenue onto TH 36, and <br />o queueing on TH 36.
