The Parks Master Plan <br />mentions that the city does not have enough competitive recreational fields for the growing population. Since the <br />adoption of the plan, Community Development has talked to neighboring cities about their challenges and opportunities <br />developing sports complexes and talked to local sports associations about their needs and capacity. A timeline was <br />shared with the Council and Parks Commission. The RFP to hire a consultant is the next step to developing the park. The <br />plan includes community planning and engagement and a financial analysis for implementation and long-term <br />maintenance. <br />ISSUE BEFORE COUNCIL: <br />Should the Council approve the RFP to hire a consultant for the project? <br />PROPOSAL DETAILS/ANALYSIS: <br />The City of Lake Elmo is requesting proposals from qualified professionals interested in developing a master plan for a <br />central park with sports facilities in the City of Lake Elmo, Minnesota. Preference will be given to professionals with <br />experience and success in multi-use sports complex/facility planning from concept to implementation. <br />The RFP has four tasks that are listed here: Task 1a: Analysis of sports facilities scenarios for the park (including <br />programming and spacing needs) and including financial analysis. Task 1b. Analysis of other sports and non-sports <br />amenities as determined after community engagement. Task 2: Community Engagement. Task 3: Development <br />Recommendations, Phasing, and Site Plan(s). Task 4. Preparation of a long-term Management Plan, Partnerships & <br />Staffing. <br />The project should start around August with a maximum of four months to complete the work.
