STAFF REPORT <br />DATE: May 5, 2026 <br />CONSENT <br />TO: Mayor and Councilmembers <br />FROM: Chad Isakson, Assistant City Engineer <br />AGENDA ITEM: Approve Plans and Specifications and Order Advertisement for Bids for the Elmo’s Pup Park <br />Parking Lot Improvements <br />CORE STRATEGIES: <br />☒ Vibrant, inclusive, connected community <br />☐ Responsive, transparent, adaptive governance <br />☐ Managed Growth <br />☐ Efficient, reliable, innovative services <br />☐ Balanced Finances now and future <br />☐ Resilient Infrastructure <br />BACKGROUND: The City Council authorized the preparation of plans and specifications for the Elmo’s Pup <br />Park Parking Lot Improvements on April 7, 2026. <br />ISSUE BEFORE COUNCIL: Should the City Council approve the Plans and Specifications and Order the <br />Advertisement for Bids for Elmo’s Pup Park Parking Lot Improvements? <br />PROPOSAL DETAILS/ANALYSIS: Plans and specifications have been completed for the Elmo’s Pup Park Parking <br />Lot Improvements project and are ready to be advertised for contractor bids. A bid date has been scheduled <br />for June 2, 2026, with the intent of recommending a contract award at the June 16, 2026 City Council meeting. <br />The existing parking lot is comprised of failed pavement or gravel with standing water in areas. The proposed <br />improvements include reclaiming the existing pavement, shaping and grading the gravel surface, and repaving <br />the parking lot and a trail segment. An exhibit is included in the appendix for reference. No striping or signage <br />is included in the design scope. <br />FISCAL IMPACT: None. Approval of this item does not commit the city to any additional contractual <br />commitments outside of engineering fees previously authorized for design and bidding services ($20,000). <br />Once bids are received, Staff will present the total project costs as compared to the Capital Improvement Plan <br />budget with a recommendation on how to proceed. <br />OPTIONS: <br />Approve the Plans and Specifications and Order the Advertisement for Bids. <br />Table the item and provide direction to Staff on next steps related to this project.
