STAFF REPORT <br />DATE: May 12, 2026 <br />DISCUSSSION <br />TO: Mayor and Councilmembers <br />FROM: Nicole Miller, City Administrator <br />AGENDA ITEM: Public Art Program <br />CORE STRATEGIES: <br />☒ Vibrant, inclusive, connected community <br />☐ Responsive, transparent, adaptive governance <br />☐Managed Growth <br />☐ Efficient, reliable, innovative services <br />☐ Balanced Finances now and future <br />☐ Resilient Infrastructure <br />BACKGROUND: <br />The City of Lake Elmo takes pride in collaborating with the community. Part of the wall art plan for the City Center <br />includes a wall for display of public art. The public art program will allow local artists the opportunity to share their work <br />publicly, while beautifying City facilities. <br />The identified wall for the public art display is on the second floor of the City Center. <br />The attached policy includes: <br />Purpose and Intent of the public art policy <br />Definition and guidelines for public art <br />Process and selection <br />Required information for public art applications <br />Duties and responsibilities-City staff and Artist <br />Criteria for review <br />Removal of public art <br />Exemptions to art procured or located at city owned buildings <br />Staff anticipate bringing the final policy to council for adoption May 19th. Staff will work with Stillwater High School staff <br />to do a soft rollout of the public art display for students to display their artwork throughout the summer. <br />Staff will work on a communications plan to roll out the program to the entire community for displaying art beginning in <br />the fall. <br />ISSUE BEFORE COUNCIL: <br />What changes would the City Council like to see to the draft Public Art Policy?
