<br /> <br /> <br /> <br />STAFF REPORT <br />DATE: June 2, 2026 <br />CONSENT <br />TO: Mayor and Councilmembers <br />FROM: Jennifer Doyle, Administrative Services Director <br />AGENDA ITEM: Approval of Public Works Operator <br />CORE STRATEGIES: <br />☐ Vibrant, inclusive, connected community <br />☐ Responsive, transparent, adaptive governance <br />☐Managed Growth <br />☒ Efficient, reliable, innovative services <br />☐ Balanced Finances now and future <br />☐ Resilient Infrastructure <br />BACKGROUND: <br />A Public Works Operator resigned in early April and this request is to fill the vacancy. <br />ISSUE BEFORE COUNCIL: <br />Should council approve Luke Swelland to be hired as the Public Works Operator III? <br />PROPOSAL DETAILS/ANALYSIS: <br />The Public Works Assistant Director, PW Director and the Administrative Services Director interviewed 7 applicants for <br />the Public Works Operator position. Three of those in the 1st round interview, returned for a 2nd interview with the <br />Assistant Public Works Director, Public Works Lead and an Operator. The interview panels are recommending the hire <br />of Luke Swelland to fill the position. Luke, has experience as an equipment operator and the team is recommending <br />hiring Luke at a grade level 4, Step 6. <br />FISCAL IMPACT: <br />N/A, the position is in the 2026 budget. <br />OPTIONS: <br />Approve the hire of Luke Swelland as the new PW Operator for Public Works. <br />Deny the hire of Luke Swelland as the new PW Operator for Public Works. <br />RECOMMENDATION: (if pulled from Consent) <br />“Motion to approve hiring Luke Swelland as Public Works Operator at a grade level 4, step 6.”
