The subdivision proposes 351 units to be located in the south MUSA area between Keats Avenue <br />and Lake Elmo Avenue, on parcels PID 3502921240001; 3502921130002 & 3502921210001. The review <br />consisted of the following documentation: <br />· Summergate Addition Concept Plan dated April 17, 2026. <br /> <br /> <br />STATUS/FINDINGS: Engineering has prepared the following review comments based on the Concept Plan. <br /> <br />The subdivision is being proposed as a noncontiguous development in the Comprehensive Plan’s 2030 <br />Regional Staging Plan. Currently the area has no supporting public infrastructure, including sanitary sewer, <br />public water or an adequate public street network. Therefore, the subdivision must be considered <br />premature until a plan is developed and adopted by the City to address adequate public infrastructure. <br /> <br />A feasibility study and preliminary design is recommended to be completed for all public improvements <br />needed to support development in this region, including sanitary sewer, public water, and street network <br />to determine alignments, phasing, detailed scope and size of improvements. The subdivision layout and <br />Concept Plan should be revised to incorporate all public infrastructure that are necessary to support the <br />development prior to the City accepting a Preliminary Plat Application. <br /> <br /> <br />SITE PLANS, TRAFFIC AND ACCESS MANAGEMENT <br />1. Lake Elmo Avenue R/W dedication will be required in accordance with the Washington County <br />Comprehensive Plan, 90 feet from the existing roadway centerline. <br />2. The proposed Access to Lake Elmo Avenue is shown in an acceptable location and is subject to <br />approval by Washington County. <br />3. 10th Street R/W dedication will be required in accordance with the Washington County <br />Comprehensive Plan, 75 feet from the existing roadway centerline. <br />4. The Concept Plan shows two proposed access locations to 10th street. New access locations are <br />subject to approval by Washington County.
