Page: 3 <br /> <br /> <br /> <br />7. Stormwater management considerations must also ensure that storm water basins are not <br />landlocked. Overland emergency overflow elevations are required and must be utilized for all <br />stormwater ponding while maintaining the minimum vertical separation between structures low <br />floor elevations. <br />8. Storm sewer infrastructure must be designed to manage the allowable maximum impervious <br />surfaces for each Lot. <br /> <br />MUNICIPAL WATER SUPPLY <br />1. Connection to the public watermain system is required. For the area to be adequately served by <br />the public water system, an east-west trunk watermain connecting Lake Elmo Avenue and Keats <br />Avenue will need to be part of the public improvements to support the growth and development <br />of these properties (see attached exhibit). The developer will be responsible for all off-site trunk <br />watermain improvements in addition to extending the public watermain internally throughout <br />the subdivision to serve each platted lot/parcel. <br />2. A feasibility study, water system modeling, and preliminary design for the offsite public <br />watermain improvements is recommended to determine the detailed scope, phasing and size of <br />improvements prior to the receipt of any development application for the area. <br />3. Public watermain will also be required to be adequately looped throughout the proposed <br />subdivision and as the project is phased. <br />4. Minimum 30-foot easements centered over the pipe/hydrant will be required when not located <br />within the public right-of-way. Easements must be free from all encroachments, including <br />retaining walls, trees, fences, small/dry utilities, or storm water management BMPs. <br /> <br />MUNICIPAL SANITARY SEWER <br />1. The subdivision is in the Southwest Planning MUSA and 2030 Regional Sewer Staging Plan area <br />and would discharge to the MCES Cottage Grove Interceptor, located along Hudson Boulevard, <br />east of Lake Elmo Avenue. <br />2. Connection to the municipal sanitary sewer system is required. The developer will be responsible <br />for all off-site improvements to extend sanitary sewer service to the subdivision in accordance <br />with the Comprehensive Plan as depicted on Map 9-1 attached. This includes the construction of <br />a sanitary lift station SE-6, connecting forcemain, and gravity sewer to the site and internally <br />throughout the subdivision to serve each platted lot/parcel. <br />3. A feasibility study and preliminary design for the offsite public sanitary sewer improvements is <br />recommended to determine the detailed scope, phasing and size of improvements prior to the <br />receipt of any development application for the area. <br />4. All sanitary sewer improvements, whether off-site or within the development will require <br />minimum 30-foot easements centered over the pipe/structure, if not located within a public right- <br />of-way. Easements must be free from all encroachments, including retaining walls, trees, fences, <br />small/dry utilities, or storm water management BMPs.
