Issue for Council <br />Should the City allow for development in this growth area ahead of the Comprehensive Plan’s <br />required post 2030 phasing? <br />Key considerations, if yes: <br />1.The City will have to determine roadway construction timeline for 5th St. N. and <br />responsibility. <br />2.The City will have to move a land use and roadway feasibility study forward, at the <br />Developer’s expense, to identify roadway alignments and future land uses in this growth <br />area ahead of the 2050 Comp Plan. <br />3.The Developer will be required to submit plans consistent with the City’s zoning and future <br />land use guidance.
