At this time, the Public Works Department is requesting the replacement of one of its existing mowers due to
age, declining reliability, and increasing maintenance costs. The mower is an early-2000s model that was likely
purchased around 2006 and has exceeded its expected service life. Over the past several years, the City has
experienced a growing number of repairs and maintenance expenses associated with the unit, resulting in
increased downtime and reduced operational efficiency.
Replacing the lawn mower is necessary to ensure Public Works staff can continue to effectively maintain city
properties in a timely and cost-efficient manner. A new mower would improve reliability, reduce repair and
maintenance costs, minimize service interruptions during the mowing season, and provide safer and more
efficient operation for staff. As the City continues to grow and acquire additional properties requiring
maintenance, dependable equipment is essential to maintaining the appearance of public spaces throughout the
community.
Staff reviewed and evaluated three different lawn mower options as part of this replacement
purchase. Each mower represented a different manufacturer, and all were available through the State
Contract purchasing program. Staff selected the Toro mower as the preferred option to replace the
City’s existing unit as it is comparable with the additional mower. The new mower would also come
with a 5 year 1250hr warranty & 3 year warranty on the motor.
FISCAL IMPACT:
The public works department planned for and budgeted for the purchase of a new lawnmower for 2026. Within
the budget $10,000 would come from Parks and $5000 from streets. The current proposed mower is expected
to cost $14,193, which is consistent with our budgeted amount.
RECOMMENDATION: (if pulled from Consent)
“Motion to approve the purchase of the 2026 Toro Z Master Lawnmower at a cost not to exceed $14,193.”
ATTACHMENTS:
-Tri State Quote
