STAFF REPORT <br />DATE: June 2, 2026 <br />CONSENT <br />TO: Mayor and Councilmembers <br />FROM: Nicole Miller, City Administrator <br />AGENDA ITEM: 2025 State Performance Measures Data <br />CORE STRATEGIES: <br />☐ Vibrant, inclusive, connected community <br />☐ Responsive, transparent, adaptive governance <br />☒Managed Growth <br />☒ Efficient, reliable, innovative services <br />☐ Balanced Finances now and future <br />☒ Resilient Infrastructure <br />BACKGROUND: <br />The Performance Measurement Program through the State Auditor’s Office, began in 2010 for cities and counties to <br />report on at least 10 performance measures annually to aid residents, taxpayers, and state and local elected officials in <br />determining the efficacy of counties and cities in providing services and measure residents' opinions of those. <br />In order to participate the city is required to pass a resolution by July 1 each year reporting on at least 10 performance <br />measures. <br />ISSUE BEFORE COUNCIL: <br />Should the Council approve the resolution submitting participation in the program and reporting on the performance <br />measures for 2025? <br />PROPOSAL DETAILS/ANALYSIS: <br />This year staff have identified the following ten performance measures to report output measures on (same as 2024): <br />Percentage change in the taxable property market value <br />Nuisance code enforcement cases per 1,000 population <br />Bond rating <br />Insurance industry rating of fire services <br />Average fire response time <br />Fire calls per 1,000 population <br />Number of fires with loss resulting in investigation <br />Average city street pavement condition rating <br />Expenditures for road rehabilitation per paved lane mile rehabilitated (jurisdiction only roads) <br />Percentage of all jurisdiction lane miles rehabilitated in the year <br />Average hours to complete road system during snow event <br />Operating cost per 1,000,000 gallons of water pumped/produced
