Page 6 <br /> <br /> <br />• Linden Avenue North and Linden Circle North are the 2 street names to be used in the <br />development. <br /> <br />Valley Branch Watershed District Email. This property is located within Valley Branch <br />Watershed District. The Applicant will be required to follow watershed rules and permitting <br />requirements. A permit from VBWD will be required before any work can begin on site. No permit <br />has been submitted to the agency at this time. <br /> <br />Engineering Review. This project has been reviewed by the City Engineer for conformance <br />with the City’s Engineering Design Standards Manual. Detailed comments relating to the review <br />are included in the Engineer’s memo dated 2/28/2026. The City Engineer is recommending that <br />if approved, the development fully address all City Engineering comments. Several key <br />comments are summarized below: <br />• Revisions are required to the Preliminary Plat, Grading, Streets, Utilities, Storm Sewer, <br />Water, Stormwater Irrigation Reuse, Lighting, and Landscaping Plans in order to bring <br />them into compliance with City Standards. <br />• Pedestrian facilities, trail connections, and future pedestrian crossing at 50th Street details <br />to be finalized with future submittals. <br />• Standard street section revisions due to trail width and boulevard trees to ensure <br />compatible spacing. <br /> <br />Landscape Architect Memo. The City’s Landscape Architect has reviewed the tree preservation <br />and landscape plans submitted by the applicant. The plans set must be revised and/or modified to <br />meet City Standards. The LSA is also requesting the applicant reconsider the scope of the grading <br />in the wooded areas and northern property boundary screening to preserve more mature vegetation. <br />Several key comments are summarized below: <br />• Revisions are required to the Tree Preservation Plan to account for the correct caliper <br />inches of each tree type, required replacement amounts, and display tree protection fencing. <br />• Revisions are required to the Landscape Plan to meet City Code requirements related to <br />ground cover, irrigation, topsoil, easement depiction, species composition, and grubbing. <br />• Further review and revisions to the Northern property boundary are required to preserve <br />existing screening and eliminate unnecessary removals. <br /> <br />Conditions of approval for addressing agency review memos has been added to the <br />recommendations. <br /> <br />REVIEW OF OP PUD FLEXIBILITIES: <br />The developer’s requests for flexibility from the City’s OP PUD ordinance requirements must be <br />approved by a supermajority (4/5) vote of the City Council. The following summary is intended <br />to provide a consolidated review of the flexibilities requested by the developer. <br />• Architectural Standards (60% Garage Façade) – Per LEC 105.12.1060(c) the width of an <br />attached garage shall not exceed 40% of the building façade. The Applicant is requesting <br />a flexibility to go up to 60% garage façade. The reason for this request is to meet the <br />resident expectations of interior storage and functionality of the home. Staff find this <br />request reasonable.
