In making such a determination, the planning director shall <br />consider the operational and physical characteristics of the proposed use or <br />activity in question. In addition, the planning director shall consider the specific <br />requirements of the use in common with those included as permitted or conditional <br />uses in the zoning district. Where a question or conflict arises as to the <br />appropriateness or compatibility of a proposed use or activity, the planning director <br />shall refer the matter to the planning commission.
