g. Coordination of architectural styles and building forms to achieve greater compatibility within the <br />development and surrounding land uses. <br />h. Creation of more efficient provision of public utilities and services, lessened demand on <br />transportation, and/or the promotion of energy resource conservation. <br />i. Establishing measures to protect and preserve groundwater storage. <br /> <br />RECOMMENDED CONDITIONS OF APPROVAL: <br />Staff recommends approval of the Preliminary Plat/Preliminary Planned Unit Development (PUD) for the <br />Limerick Village project on PIDs 36.029.21.41.0001 & 36.029.21.42.0001 with the following conditions: <br />1. Prior to the City finding any application for a final plat and final PUD complete, the applicant shall fully <br />address all comments in the following review memos to the satisfaction of the City: <br />a. City Engineer’s memo dated forthcoming <br />b. City Landscape Architect’s memo dated 5/18/2026 <br />c. City Fire Chief’s memo dated 5/13/2026 <br />2. Prior to the City finding any application for final plat complete, the following shall be completed: <br />a. The Applicant shall demonstrate that the plans reflect compliance with Valley Branch Watershed <br />(VBWD) review requirements and that the applicant provide the City evidence that all <br />conditions attached to a VBWD permit will be met before the starting any grading activity on the <br />site. <br />b. An approved access plan for the Screaton property (PID 36.029.21.14.0001) must be identified <br />and generally agreed upon by both property owners, the City, and Washington County. <br />c. The Applicant must complete/execute easements with the abutting property owners where off- <br />site improvements are required. No work may occur related to the project, including grading <br />and tree removal, prior to the easements being completed/executed as required by the City on <br />its standard form(s). <br />d. Sidewalks and trails should be modified as identified in the City Staff Report dated June 16, <br />2026. <br />3. The Applicant shall obtain all necessary permits including but not limited to all applicable City permits <br />(building, grading, sign, etc.), Washington County ISTS permits, NPDES/SWPPP permits and Valley <br />Branch Watershed District approval before starting any grading or construction activities. <br />4. The Applicant/developer is responsible, at their own expense, for installing all required right of way and <br />pedestrian improvements. <br />5. Outlot A shall be separated from attached townhome common areas and shall be conveyed to the City <br />through a warranty deed. <br />6. Storm water ponds shall be placed on separate outlots and conveyed to the City through a warranty <br />deed in a form acceptable to the City. <br />7. A stormwater reuse system shall be provided for irrigation as a benefit of the Planned Unit <br />Development. <br />8. Final design of the parking lot proposed in Outlot A shall be reviewed and approved by the City.
