Stormwater Management Plan <br />Inwood Commercial <br />Carlson Engineering, Inc. Page 1 of 6 <br />1.0 INTRODUCTION <br /> <br />This document provides detailed information on the proposed surface water management system <br />for the development of property located between 10th Street N and 5th Street N, along Inwood <br />Avenue N and the western property line of the Inwood development in Lake Elmo, Washington <br />County, Minnesota. Vadnais Associates, LLC plans on platting the site into 5 separate lots, with <br />corresponding public streets and utilities, which will all be developed separately. Included in <br />this document is a general rate control analysis and storm sewer design. See Figure 1 for a site <br />location map. <br /> <br />1.1 Existing Conditions <br /> <br />The site is located between 10th Street N and 5th Street N, along Inwood Avenue N and the western <br />property line of the Inwood development in Lake Elmo, Washington County, Minnesota. The site <br />is bounded on the west by the Inwood development, on the north and east by 10th Street North, <br />on the south by 5th Street N, and on the west by Inwood Avenue N (C.S.A.H. 13). The site is <br />currently undeveloped grassland, but was mass graded for future development as part of the <br />Inwood Development. The site boundary consists of 17.35 acres. There are no existing <br />impervious surfaces onsite. <br /> <br />The site has a gradually sloped topography, with elevations ranging from 1060 in the north <br />eastern portion of the site, down to about 1010 in the south eastern portion of the site. There is <br />an existing stormwater pond located just east of the site, and another across from 5th Street N, <br />behind the existing Kwik Trip lot located in the southeast quadrant of the 5th Street N and Inwood <br />Avenue N intersection. The majority of the stormwater from the site drains from north to south <br />through the site, where it either accumulates at the previously graded low points in the future <br />street section, or off-site to the south on 5th Street N, where it is collected by existing storm sewer <br />and discharged to an existing pond south of 5th Street N. This stormwater pond discharges to an <br />existing ditch that drains south under Interstate Highway 94 and ultimately to Wilmes Lake. The <br />remainder drains off site to the existing ditches along 10th Street N and Inwood Avenue N, which <br />ultimately flows south, away from the site. See Figure 2 for an existing conditions drainage map. <br /> <br />There are no wetlands onsite. Goose Lake is within one mile of the site and is classified as an <br />impaired water. The site does not drain towards this lake so no additional construction BMP’s <br />are necessary. <br /> <br />1.2 Proposed Conditions <br /> <br />Vadnais Associates, LLC plans on platting the site into 5 separate lots, with corresponding public <br />streets and utilities, which will all be developed separately. Currently, the first phase of <br />construction will include the construction of all public streets, sidewalks, trails, and <br />accompanying utilities. After the first phase of construction, each individual lot will be sold and <br />developed separately. The majority of the site lies within the 1,000 Foot Shoreland District
