May 18, 2026: Preliminary Plat and PUD Landscape and Tree Preservation Plan Review <br />LOCATION: 79.4 acres west of Manning Avenue N, south of 10th St. N, north of I-94, east of Lake Elmo <br />Avenue N (former site of Lake Elmo Sod Farm) <br />CURRENT ZONING CATEGORY: Rural Transitional (RT). <br />ADJACENT AND SURROUNDING LAND USE: Rural Transitional (RT) to the northeast, Medium Density <br />Residential (MDR) to the northwest, Rural Transitional (RT) to the west and south. Future Land Use is <br />guided for Medium Density Residential (MDR) and High Density Residential (HDR). <br />SPECIAL LANDSCAPE PROVISIONS: none <br /> <br />TREE PRESERVATION PLAN: 105. 12. 470 <br />• Preservation of as many healthy and significant trees as possible is encouraged. It appears the <br />applicant is making no effort to preserve any significant trees on site. The site has several large <br />diameter Elms that have survived Dutch Elm Disease, in addition to many other large diameter trees <br />with significant tree canopies. These could be spectacular focal points for residents, and would make <br />the public park portion of this development much more pleasant than what is currently proposed. <br />Consider whether some of the housing might be flipped with Outlot A to preserve this small patch of <br />woodland in the northeast. <br />• Based on the chart on Sheet 91, the applicant will be required to plant 6 trees to mitigate hardwood <br />inches removed, 25 trees to mitigate conifer inches removed, and 53 trees to mitigate inches of <br />common trees removed, for a total of 84 trees. <br />• Ornamental trees are not acceptable as mitigation trees (remove last line of assumptions under <br />“Mitigation Required” on Sheet 80). <br />• The tree preservation plan requires the following adjustments prior to approval: <br />o Even if all trees on site are slated for removal, tree protection is still required for trees on <br />neighboring properties whose critical root zones (CRZs) may be impacted by construction <br />activity on this site.
