CITY OF LAKE ELMO <br />WASHINGTON COUNTY <br />STATE OF MINNESOTA <br />RESOLUTION NO.2026-043 <br />RESOL UTIONAPPRO VING ANAMENDMENT TO THE CITY OF LAKE ELMO 2040 <br />COMPREHENSIVE PLAN. <br />WHEREAS, the City of Lake Elmo is a municipal corporation organized and existing <br />under the laws of the State of Minnesota; and <br />WHEREAS, the City of Lake Elmo has established a Comprehensive Plan that includes <br />background data, policy statements, standards, and maps that help to guide the future physical, <br />social, and economic development of the City; and <br />WHEREAS, the Metropolitan Council establishes population forecasts for the purpose of <br />coordinated regional planning, which may be modified from time to time based on community <br />needs and market pressures; and <br />WHEREAS, the City of Lake Elmo has initiated an amendment to its adopted 2040 <br />Comprehensive Plan Table 1-7 to align its expectations for population growth with those of the <br />Metropolitan Council; and <br />WHEREAS, the Comprehensive Plan amendment will amend the residential household <br />and population forecasts found in Table 1-7 of the 2040 Comprehensive Plan as established in the <br />City Staff report to the Lake Elmo City Council dated June 16, 2026, appended as Exhibit A to <br />this Resolution; and <br />WHEREAS, approval of an amendment to the Comprehensive Plan is required in order <br />for the City of Lake Elmo's population and household growth trends to be accepted by the <br />Metropolitan Council for the 2050 Comprehensive Plan Update; and <br />WHEREAS, the public hearing notice was published and posted pursuant to the Lake <br />Elmo Zoning Ordinance, City Code Section 105.12.250, and Minnesota Statutes Section 462.355; <br />and <br />WHEREAS, the Lake Elmo Planning Commission held a public hearing on the proposed <br />Comprehensive Plan amendment on June 8, 2026; and <br />WHEREAS, the Lake Elmo Planning Commission has submitted its report and <br />recommendation of approval to the City Council as part of a staff report dated June 16, 2026; and <br />WHEREAS, the City Council considered the Comprehensive Plan amendment at its June <br />16, 2026, meeting and made the following findings of fact: <br />LA515-137-923090.c2 <br />
