Councilmember Kragness, seconded by Councilmember Dragisich, moved TO APPROVE THE <br />CONSENT AGENDA AS PRESENTED. Motion passed 4-0. <br />REGULAR AGENDA <br />ITEM 1: Inwood Commercial Preliminary Plat <br />Senior Planner Jensen presented the request for preliminary plat approval for a commercial <br />development on approximately 17 acres that would be divided into individual lots for future <br />development. Discussion was held regarding neighbors' concerns regarding screening. <br />Councilmember Iragness, seconded by Councilmember Holtz, moved TO ADOPT RESOLUTION <br />2026- 041 APPROVING THE PRELIMINARY PLAT REQUESTED BY VADNAIS ASSOCIATES ON THE <br />SUBJECT PROPERTY BASED ON THE FINDINGS OF FACT AND RECOMMENDED CONDITIONS OF <br />APPROVAL LISTED IN THE STAFF REPORT. Motion passed 4 — 0. <br />ITEM 2: Sketch Plan Review — Bridgewater Village Townhomes <br />Contract Planner Fuerst presented a request from Pulte Homes for review of a concept plan for <br />a PUD consisting of 82 attached townhomes on approximately 16 acres. Planner Fuerst <br />reviewed the flexibilities requested, performance standards, utilities, roads, access and park <br />dedication. Discussion was held regarding allowing one hundred percent attached townhomes <br />versus the current maximum of twenty five percent. Discussion was also held regarding the <br />exterior design elements of the buildings. <br />ITEM 3: 2040 Comprehensive Plan Update for Community Forecasts <br />Contract Planner Fuerst reviewed the background of the 2040 Comprehensive Plan update and <br />discussed proposed amendments. <br />Councilmember Holtz, seconded by Councilmember Dragisich, moved TO ADOPT RESOLUTION <br />2026-043 APPROVING THE AMENDMENTS PROPOSED TO THE FORECASTS FOUND IN THE <br />LAKE ELMO 2040 COMPREHENSIVE PLAN WITH THE FINDINGS AND CONDITIONS THEREIN. <br />Motion passed 4 — 0. <br />ITEM 4: Approve the Revised Crosswalk Policy and 2026 Crosswalk Improvements <br />Page 213 <br />
