STAFF REPORT <br />DATE: 6/16/26 <br />CONSENT <br />TO: Mayor and Councilmembers <br />FROM: Sophia Jensen, Senior City Planner <br />AGENDA ITEM: Northport 1st, 2nd, and 3rd Addition Landscape Security Release <br />CORE STRATEGIES: <br />☐Vibrant, inclusive, connected community <br />☐Responsive, transparent, adaptive governance <br />☒Managed Growth <br />☐Efficient, reliable, innovative services <br />☒Balanced Finances now and future <br />☐Resilient Infrastructure <br />ISSUE BEFORE COUNCIL: Should the City Council approve release of warranty security for landscaping in <br />Northport 1st, 2nd, and 3rd addition? <br />PROPOSAL DETAILS/ANALYSIS: Staff has received and processed requests to reduce the development security <br />for landscaping improvements in Northport 1st, 2nd, and 3rd Additions. These additions were inspected and <br />accepted by the landscape architect on 5/29/2026. Below is a breakdown of security remaining for the <br />development. <br />Addition Current Security Amount Proposed Security Amount <br />1st Addition $60,007.81 $0 <br />2nd Addition $0 <br />3rd Addition <br />$16,406 <br />$13,594 $0 <br />FISCAL IMPACT: It is the goal of the City to retain, at all times during the subdivision improvements, a security <br />amount that is adequate to ensure completion of all elements of the improvements as protection to the Tax <br />Payers against potential default of the project. Once the security is no longer needed it should be returned. <br />RECOMMENDATION: (if pulled from Consent): Staff is recommending to the City Council, as part of the consent <br />agenda, the security reduction be approved. If removed from the consent agenda, the recommended motion <br />is as follows: <br />“Move to approve the security release for Northport 1st, 2nd, and 3rd additions as detailed in the respective Security <br />Reduction Worksheets, contingent on the developer being current with all other payments and obligations in accordance <br />with the development agreement, including positive escrow balance as required by the City”
