The city requires a special event permit for gatherings of over 100 people. <br />ISSUE BEFORE COUNCIL: <br />Should the Council approve the special event permit and temporary liquor license for the event? <br />PROPOSAL DETAILS/ANALYSIS: <br />Lake Elmo Baseball has submitted a special event permit application in conjunction with their annual JDP Baseball <br />Tournament. The tournament raises awareness of opioids in memory of a Lake Elmo Baseball board member’s son. This <br />year they are requesting the addition of beer sales and closure of a section of Laverne Avenue alongside Lion’s Park. <br />The applicant is working with Twin Point Tavern to provide beer sales and plans to also have a pizza vendor. Street <br />closure would occur just prior to the event, and barricades will be removed after the event. City staff will notify <br />neighboring property owners of the street closure via mail. The applicant has agreed to keep the street open until after <br />the Lake Elmo Library closes at 2:00 to ensure library patron has access to the library parking lot. <br />Public Safety and Public Works staff have reviewed the application and provided their input. Sgt. Jacobson noted that <br />the tournament has been held in prior years with no issues. Staff recommend approval of the application. <br />Event Timetable: <br />4:00 p.m. – 10:00 p.m. June 27, 2026 with road closure and initial setup starting around 4:00 PM. <br />Location: <br />The event will be held at Lions Park with baseball games on baseball diamond. Beer and pizza sales will be located at the <br />picnic shelter, and a guest speaker will address the event at 5:30.
