STAFF REPORT <br />DATE: June 16, 2026 <br />CONSENT <br />TO: Mayor and Councilmembers <br />FROM: Mike Rusenovich, Project Engineer <br />AGENDA ITEM: Accept Quotes and Award a Contract for the 2026 Crack Seal Project <br />CORE STRATEGIES: <br />☐ Vibrant, inclusive, connected community <br />☐ Responsive, transparent, adaptive governance <br />☐Managed Growth <br />☒ Efficient, reliable, innovative services <br />☐ Balanced Finances now and future <br />☒ Resilient Infrastructure <br />BACKGROUND: In accordance with the City’s annual street maintenance program, certain streets have been <br />scheduled to be crack sealed in 2026. See attached Location Map. The street maintenance work programmed <br />in 2026 was reviewed jointly by Public Works and Engineering to confirm the work to be completed. <br />ISSUE BEFORE COUNCIL: Should the City Council accept quotes and award a contract for the 2026 Crack Seal <br />Project? <br />PROPOSAL DETAILS/ANALYSIS: Quotes for crack sealing were solicited from seven qualified contractors and <br />three quotes were received on June 5, 2026. Of the quotes provided, Gopher State Sealcoat, Inc. provided the <br />lowest quote of $172,076.73. Following review and verification of the quotes, the City Engineer and Design <br />Engineer are recommending that the City Council award the contract to Gopher State Sealcoat, Inc. as outlined <br />in the attached letter. <br />FISCAL IMPACT: Approval of this resolution commits the City to enter into a construction contract for the <br />project in the amount of $172,076.73. The project will be funded through the Street Maintenance Fund. <br />OPTIONS: <br />Accept the Quote and Award a Contract to Gopher State Sealcoat, Inc. <br />Do not move forward with this project.
