The portion of the funds appropriated to the City of Lake Elmo is $3,407,393.77 in LRIP funding for right-of-way <br />acquisition. The amended appropriation does not change the City estimated cost share in the Project, as the LRIP <br />funding was already anticipated at the time of approving the Cooperative Cost Share Agreement. However, the <br />LRIP Grant Agreement must be fully executed between Lake Elmo and MnDOT before the LRIP grant can be <br />authorized. <br />FISCAL IMPACT: <br />The County is requesting cost participation in the Project by the City of Lake Elmo. The current estimated Net cost <br />share participation by Lake Elmo is $2,430,000, per the previously approved Cooperative Cost Share Agreement <br />with Washington County. By acceptance of this LRIP grant, the estimated City cost share does not change as the <br />previous estimates already assumed receipt of the LRIP grant amounts. <br />RECOMMENDATION: <br />Staff is recommending that the City Council approve, as part of the consent agenda, a Resolution approving the <br />Local Road Improvement Program Grant Agreement Terms and Conditions for the Trunk Highway (TH) 36 and <br />Lake Elmo Avenue (CSAH 17) Improvements. If removed from the consent agenda, the recommended motion for <br />the action is as follows: <br />“Move to approve Resolution No. 2026-042 Approving the Local Road Improvement Program Grant <br />Agreement Terms and Conditions for the Trunk Highway (TH) 36 and Lake Elmo Avenue (CSAH 17) <br />Improvements.” <br /> <br />ATTACHMENTS: <br />• Resolution Approving the LRIP Grant Agreement. <br />• Notice of LRIP Funding Letter dated May 26, 2026. <br />• Local Road Improvement Program (LRIP) Grant Agreement.
