In 2023 laws, Chapter 72, Article 1, Section 16, <br />Subdivision 19, as amended by 2026 laws, H719 (as of the date of this funding letter, the law has not been <br />signed into law and thus a Chapter number has not yet been assigned), Article 3, Section 3, $10,000,000.00 in <br />general obligation bond funds was appropriated for one of more grants to Washington County, the city of Lake <br />Elmo, or the city of Grant, or any combination of these entities “for property acquisition and to predesign, <br />design, construct, furnish, and equip a new interchange at marked Trunk Highway 36 and County State-Aid <br />Highway 17, known as Lake Elmo Avenue, in Washington County.” This portion of the project will be funded <br />from that appropriation, with $3,407,393.77 in LRIP funding for right of way acquisition. Note that additional <br />earmark LRIP funding under SAAS Accts 392, 371, and 411 are applied to this project for construction, right of <br />way acquisition, and engineering as grants to Washington County under separate funding letters, which each <br />will require separate grant agreements. Grant funds to the City of Lake Elmo from SAAS Acct 392 are highlighted <br />in yellow in the funding summary below. <br />This project funding requires the execution of a MnDOT grant agreement before the LRIP funds can be <br />authorized. After the bid opening, please work through the various DCP steps as you work towards awarding the <br />project. After award and following submittal of DCP-08, Metro District will issue the final funding participation <br />distribution. After this, Mohamed Farah from State Aid Finance will issue the LRIP encumbrance letter to the <br />county. The county should use the numbers from the encumbrance letter in assembling the LRIP grant <br />agreement. <br />The MnDOT grant agreement must be fully executed before the grant can be authorized, and the grant <br />agreement should be fully executed before work begins on the project. Please contact me if this will be an <br />issue. <br />The MnDOT agreement number is 1063561 and should be included in the upper right corner of the LRIP grant <br />agreement. Please submit a draft agreement to Olga Kruglova (olga.kruglova@state.mn.us) from my office for <br />review prior to obtaining local agency signatures. Then submit a pdf of the grant agreement with local agency <br />signatures to Ms. Kruglova for approval and final execution. The templates for the 2023 LRIP general obligation <br />bond grant agreement and resolution can be found on the state aid website. During construction, you will need <br />to work with the District State Aid Engineer on submitting and approving documentation and state aid pay <br />requests for this work.
