<br />5 <br /> <br />RECTANGULAR RAPID FLASHING BEACON POLICY <br />POLICY INTENT <br />Rectangular Rapid Flashing Beacons (RRFBs) are a supplemental crossing enhancement used to <br />improve driver yielding and pedestrian/bicyclist safety at uncontrolled marked crosswalks. RRFBs are <br />not intended to be the default crossing treatment. Their use shall be targeted to high-need locations, <br />supported by data and engineering judgment, and coordinated with other safety improvements. The <br />City prioritizes context-sensitive design and appropriate alternatives when RRFBs are not the most <br />suitable treatment. This policy ensures RRFBs are applied consistently, effectively, and only where <br />they enhance safety. <br />POLICY APPLICATION <br />RRFBs shall only be considered after a crossing is determined appropriate in accordance with this <br />Crosswalk Policy. Further consideration follows MnDOT guidance, including the MnDOT Safe <br />Transportation for Every Pedestrian (STEP) Chart and engineering judgment to ensure roadway <br />context, speeds, and traffic volumes are appropriate for RRFB use. <br />EVALUATION PROCESS <br />The City evaluates roadway configuration, posted speed limits, and traffic volumes to determine <br />whether RRFBs are appropriate using the STEP Chart and engineering judgment. As part of this <br />evaluation the City may consider opportunities to improve safety through speed reduction, lane or <br />turn lane removal, or other geometric improvements to reduce crossing distance and conflicts. <br />An RRFB will only be considered when all the following conditions are met unless immediately <br />adjacent to a school: <br />1. The crossing meets all applicable Crosswalk Policy criteria <br />2. An RRFB is appropriate based on the STEP Chart and after consideration of other <br />supplemental geometric improvements <br />3. The crossing is located at a minimum of 1,000 feet from an existing RRFB <br />4. The crossing demonstrates a minimum of 20 pedestrian/bicycle crossings within a peak hour <br />If criterion is not met, RRFBs shall not be installed, and alternative improvements may be considered. <br />DESIGN STANDARDS <br />RRFB crossings are designed in accordance with MnDOT’s RRFB Design Guide, including signage, <br />lighting, equipment placement, and consideration of supplemental treatments such as curb <br />extensions or median refuges.
