CITY OF <br />LAKE ELMU <br />CITY OF LAKE ELMO <br />WASHINGTON COUNTY <br />STATE OF MINNESOTA <br />RESOLUTION NO.2026-052 <br />RESOLUTION DELEGATING AUTHORITY FOR PAYING CERTAIN <br />CLAIMS TO CITY ADMINISTRATOR AND FINANCE DIRECTOR <br />WHEREAS, Minnesota Statute 412.271, subd.I provides that the City Council has full <br />authority over the City's financial affairs, including the disbursements of public funds; and <br />WHEREAS, Minnesota Statute 412.271, subd. 8 allows a City Council to deleate its <br />authority to pay certain claims; and <br />WHEREAS, the City Council of Lake Elmo finds that there are advantages to the City in <br />delegating this authority; and <br />WHEREAS, the appropriate internal accounting and administrative controls procedures <br />relate to the payment of claims. <br />NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Lake Elmo, that <br />authority for paying certain claims is hereby delegated to the City Administrator and Finance <br />Director in alignment with the Purchasing Policy which includes; <br />Purchases up to $15,000 <br />Purchases greater than $15,000 and Delegated to the City Administrator including the <br />following routine items; <br />• Payroll and payroll -related expenses <br />• Insurance premiums <br />• Routine operations (utilities, supplies, cleaning services, routine maintenance, <br />etc.) <br />• Building & Development Escrow Releases <br />• Increases up to an individual's authorization limit for a previously Council - <br />approved item, <br />• Payments due to other units of government or payments required to be made <br />before the next regular meeting of the Council to avoid endangering public safety, <br />public or private property, or interrupting City services. <br />ADOPTED BY THE LAKE ELMO CITY COUNCIL ON THE 21ST DAY OF JULY 2026. <br />CITY OF LAKE ELMO <br />
