c. Establishment of appropriate transitions between differing land uses. <br />d. Provision of more adequate, usable, and suitably located open space, recreational <br />amenities, natural resource protection and other public facilities than would <br />otherwise be provided under conventional land development techniques. <br />e. Accommodation of housing of all types with convenient access to employment <br />opportunities and/or commercial facilities; and especially to create additional <br />opportunities for lifecycle housing to all income and age groups. <br />g. Coordination of architectural styles and building forms to achieve greater <br />compatibility within the development and surrounding land uses. <br />h. Creation of more efficient provision of public utilities and services, lessened <br />demand on transportation, and/or the promotion of energy resource conservation. <br />i. Establishing measures to protect and preserve groundwater storage. <br />NOW, THEREFORE, BE IT RESOLVED THAT the City Council does hereby <br />approve the Limerick Village preliminary plat and PUD subject to the following conditions: <br />1. Prior to the City finding any application for a final plat and final PUD complete the applicant <br />shall fully address all comments in the following review memos, as may be revised, to the <br />satisfaction of the City: <br />a. City Engineer's memo dated 5/27/2026 <br />b. City Landscape Architect's memo dated 7/6/2026 <br />c. City Fire Chief's memo dated 5/13/2026 <br />2. Prior to the City finding any application for final plat complete, the following shall be completed: <br />a. The Applicant shall demonstrate that the plans reflect compliance with Valley Branch <br />Watershed (VBWD) review requirements and that the applicant provide the City <br />evidence that all conditions attached to a VBWD permit will be met before the starting <br />any grading activity on the site. <br />b. An approved access plan for the Screaton property (PI) 36.029.21.14.0001) must be <br />identified and generally agreed upon by both property owners, the City, and Washington <br />County. <br />c. The Applicant must complete/execute easements with the abutting property owners <br />where off -site improvements are required. No work may occur related to the project, <br />including grading and tree removal, prior to the easements being completed/executed as <br />required by the City on its standard form(s). <br />d. Sidewalks and trails should be modified as identified in the City Staff Report dated July <br />21, 2026. <br />e. Revisions to residential lots and parking areas in the Urban Townhome area are required <br />consistent with the Staff report dated July 21, 2026. <br />f. Lots 1 & 2, Block 1, shall be platted as an outlet until such time as the abutting cul-de- <br />sac is removed and portions of the right of way vacated. <br />g. Outlet A shall be separated from attached townhome common areas. <br />
