............. <br />CITY OF LAKE ELMO <br />WASHINGTON COUNTY, VINNESOTA <br />RESOLUTION NO. 91 -22 <br />A RESOLUTION OF APPRECIATION TO RECYCLE AND PRESERVE, PARKS (Re.A.P.P.) <br />FOR ITS DEDICATION TO THE FIGHT AGAINST THE SITING OF .A LANDFILL <br />IN THE LAKE ELMO REGIONAL PARK RESERVE <br />WHEREAS, the Washington County Board of Commissioners selected. an <br />area within the Lake Elmo Regional Park as a candidate site for a mixed <br />municipal solid. waste landfill7 and <br />WHEREAS, Lake Elmo residents have suffered the devastating effects of <br />a contaminated landfill for nearly ten years; and <br />WHEREAS, a. grass roots group of dedicated citizens known as Re..A.P.P. <br />made a commitment to prevent anyone from ever "clumping" on Lake Elmo <br />again; and <br />WHEREAS, under the guidance of Re.A.P.P., the Citizens of Lake Elmo <br />overwhelmingly passed a 520n,000 referendum in a united effort to stop_ the <br />siting of a landfill in the Lake Elmo Regional Park Reserve; and <br />WHEREAS, a core committee of Re.A.P.P. members worked thousands of <br />hours collectively on behalf of every resident of the City of Lake Elmo <br />researching legal issues, reviewing technical data, lobbying legislators, <br />the Netropolitan Council and the Vashington County Board of Commissioners <br />in an effort to stop the siting of a landfill. in the Lake Elmo Regional <br />Park; and <br />WHEREAS, with the financial support and confidence of .Lake Elmo <br />residents Re.A.P.P. successfully persua.r?ed the Minnesota Legislature to <br />put a moratorium on the landfill siting process; <br />NOW, THEREFORE, BE IT RESOLVED, that the Lake Elmo City Council <br />extends its sincere appreciation, on behalf of all Lake Elmo residents, to <br />Re.A.P.P. for its successful efforts in persuading the Minnesota State <br />Legislature to impose a one -year landfill siting moratorium and that <br />environmental protection, and preservation of our parks and open spaces <br />are the paramount issues to be considered when siting mixed. municipal <br />solid waste landfills. <br />BE IT FURTHER RESOLVED, that the core members of Re.A.P.P., Todd. <br />Williams and Dan Novak, co- chairs, Margaret Carlson, Rita Conlin, Dick <br />Acree and Vicki Reichow, who have worked continuously for nearly 5 years, <br />are applauded for their efforts that resulted in a moratorium on the <br />landfill siting process to keep Lake Elmo a safe and desirable place to <br />.live. <br />BE IT FURTHER RESOLVED, that the Lake Elmo City Council unequivocally <br />supports Re.A.P.P. and its continuing efforts to permanently stop the <br />siting of a landfill in the Lake Elmo Regional Park.
