RESOLUTION' NO. 91-6 <br />CITY OF LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />RESOLUTION OPPOSING FURTHER CUTS IN STATE AID TO CITIES <br />WHEREAS, Lake Elmo delivers to its residents essential services <br />such as police and. fire protection, snow plowing and street <br />construction and maintenance, and <br />WHEREAS, cities have differing service needs and differing <br />capacity to raise necessary revenues locally, <br />WHEREAS, if property taxes increased as a. result of aid. cuts, the <br />tax rate disparities between some neighboring cities and between <br />cities and. adjoining townships would widen causing great taxing <br />inequities® The state has a responsibility to ensure a reasonable <br />level of equity in its tax syster.17 and <br />WHEREAS, the legislature required cities in. Minnesota to cut <br />their budgets by three percent in 1990, and <br />WHEREAS, cities are not the cause of the current budget crisis, <br />and cities like Lake Elmo have proven to be frugal spenders; and. <br />WHEREAS, while state spending on higher education, welfare, a-rid <br />state agencies has increased. significantly, LGA and. property tax <br />relief funding have become smaller portions of state spendinq. <br />NOW, THEREFORE, be it resolved by the City Council of Lake Elmo, <br />Minnesota that state aid to cities be maintained at current levels; <br />FURTHERMORE, be it resolved that further cuts in the property tax <br />relief program or tightening of levy limits for Payable 1991-1.993 will_ <br />force the City of Lake Elmo to raise property taxes and seriously <br />affect our ability to provide vital services to our citizens; <br />FURTHERMORE, be it resolved. that our members of the state <br />legislature be instructed to oppose cuts in state aid to cities, <br />tightening of levy limits, or reductions based. on fund balances. <br />'11 <br />This resolution is hereby passed. and app ,�Qvf d -.ttis 5th day of- <br />February, 1.991. <br />David Johnson Fid.yor <br />Mary, lueff City Administrator <br />
