City of Lake Elmo <br />Resolution 96 -14 <br />Page 2 <br />2. The above described property now located in the City of Lake Elmo <br />abuts the City of Oakdale and is properly subject to concurrent <br />detachment and annexation by concurrent resolutions of the two <br />councils of the two municipalities pursuant to Minnesota Statutes <br />414.461. <br />3. That this 13 acres has no access from Lake Elmo. Access can be made <br />from a parcel of land currently in the City of Oakdale owned by <br />Rosemary Armstrong that abuts the property on the southern border and <br />continues out to 15th Street in the City of Oakdale. <br />4. The property is planned to become urban in nature, based on the <br />adjacent land uses (North, South and West) along with the availability <br />of urban services to accommodate urban development. <br />5. Assessments for water and sewer hookup at 15th Street in Oakdale have <br />been paid by Rosemary Armstrong. <br />The taxes paid to the City of Lake Elmo on the 13 acres are minimal: <br />$45.74 for 1996. This constitutes a negligible financial loss for the <br />City of Lake Elmo. <br />7. The detachment of this property from Lake Elmo will not impact the <br />City's plans for the development of adjacent property within the City of <br />Lake Elmo consistent with its Comprehensive Plan. <br />That it is the desire of the City of Lake Elmo that the above described <br />property be concurrently detached from the City of Lake Elmo and <br />annexed to the City of Oakdale. <br />9. That it is the desire of the City of Oakdale that the above described <br />property be concurrently detached from the City of Lake Ehno and <br />annexed to the City of Oakdale. <br />l O.That both the Lake Elmo City Council and Oakdale City Council <br />request the Minnesota Municipal Board to grant the request from <br />Rosemary Armstrong for the concurrent detachment and annexation of <br />the above described real property to be effective upon issuance of the <br />Board's order or at such later date as provided by the Board in its order. <br />
