CITY OF LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />RESOLUTION NO, 96-39 <br />WHEREAS, the City of Lake Elmo has received the Metropolitan Council's draft growth <br />option for the Metropolitan area. <br />WHEREAS, the proposed growth option by the Metropolitan Council was based on the <br />continuation of current development trends on the fringe of the Metropolitan area. <br />WHEREAS, the City of Lake Elmo has adopted comprehensive plan goals and policies <br />identifying 4,460 acres of land as open space development areas, with the goal to preserve 50% of <br />the land in open space and to cluster housing on the remaining land. These areas are regarded as <br />permanent "rural areas". <br />WHEREAS, the Lake Elmo Regional Park is located within the illustrative 2020 MUSA, <br />which is not consistent with the public park land uses. <br />WHEREAS, the draft growth option has not identified the Lake Elmo "Old Village" as a <br />rural growth center with policies to: <br />- Pace development with cities ability to provide local urban services. <br />- Encourage economic self sufficiency. <br />- Develop local redevelopment and development plans to the year 2020. <br />WHEREAS, the growth option has not addressed fundamental issues facing the region to <br />include the following: <br />1. Protection and enhancement of the central cities of St. Paul and Minneapolis. <br />2. Increased densities in the first-ring suburbs. <br />3. Creation of higher population centers which would necessitate the need for more <br />efficient mass transportation and other public services. <br />4. Reduction in urban sprawl. <br />5. Creation of green corridors within urban densities. <br />WHEREAS, the City of Lake Elmo is preparing a land use plan for the 1-94 corridor <br />which will reflect the goals and policies of the community. <br />
