CITY OF LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />RESOLUTION 98 -39 <br />A RESOLUTION OF INTENT TO MAKE APPLICATION TO THE MINNESOTA BOARD OF <br />GOVERNMENT INNOVATION AND COOPERATION FOR AID TO STUDY A POSSIBLE <br />CONSOLIDATION OF THE CITY OF LAKE ELMO WITH THE TOWN OF BAYTOWN <br />WHEREAS, the City of Lake Elmo and the Town of Baytown have agreed to study the possibility <br />of consolidation to determine the feasibility of merging into a single unit of government; and <br />WHEREAS, the City of Lake Elmo has limited funds which were levied for 1998 in September, <br />1997, the Town of Baytown has Iimited levies for 1998 which were set at its prior year March Town <br />meeting, and both communities have insufficient funds for expenses related to a thorough consolidation <br />study process; and <br />WHEREAS, the Minnesota Board of Innovation and Cooperation empowers local government <br />officials through plan guidance and grant funding, to improve the quality and efficiency of service delivery <br />and provides incentives for innovation and cooperation through the development of a plan to merge into a <br />single unit of government; and <br />WHEREAS, financial aid is available pursuant to Minnesota Statutes (1996) 465.8 8, as amended <br />by Laws of Minnesota, 1997, Chapter 231, Article 2, Section 42, authorizing the Board of Innovation and <br />Cooperation to grant aid to local governments studying a proposed consolidation. <br />NOW, THEREFORE, BE IT RESOLVED that the City of Lake Elmo has committed the City to <br />formal discussion with the Town of Baytown for consolidation of the City and Town pursuant to Minnesota <br />Statutes 465.81 through 465.87, and that the City of Lake Elmo commits to making application for <br />financial aid from the .Minnesota Board. of Government Innovation and Cooperation. <br />Adopted by the Lake Elino City Council this 7'" day of July 1998. <br />John, - Mayo -f W <br />Attest: <br />Mary Kueffher .V <br />City Administrator <br />
