CITY OF LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />RESOLUTION 2002-145 <br />WHEREAS, the City of Lake Elmo, Minnesota, desires to ensure the protection <br />of the public health and the environment; and <br />WHEREAS, the City wishes to maintain a sustainable environment for planned <br />economic development and growth; and <br />WHEREAS, the City wishes to develop the most effective and economical <br />wastewater management program possible; and <br />"ERE, AS, the U.S. Environmental Protection Agency (EPA) and the <br />Minnesota Pollution Control Agency (MnPCA) both recognize Decentralized Wastewater <br />Management Program (DWMP) as viable, cost effective and long -term options for <br />meeting public health and water quality goals; and <br />WHEREAS, several other Municipalities and governmental entities throughout <br />the country have formed and are currently operating DWMPs; and <br />NOW, THEREFORE, BE IT RESOLVED that the Lake Elmo City Council <br />hereby directs City Staff to work with North American Wetland Engineering, P.A. <br />(NAWE) and Emmons and Oliver Resources, Inc. (EOR) in taking the necessary actions <br />to prepare a proposal for the formation of a Decentralized Wastewater Management <br />Program. <br />BE IT FURTHER RESOLVED that the City Council directs City Staff, in <br />conjunction with NAWE and EOR, to prepare a final plan for the formation of a <br />Decentralized Wastewater Management Program to be presented at a special City <br />Council Workshop at a time and date yet to be determined <br />ADOPTED, by the Lake Elmo City Council on the 26t` day of December, 2002. <br />Lee Hunt, Mayor <br />ATTEST: <br />( . 0� <br />Chaves Dillerud, Acting City Administrator <br />
