CITY OF LAKE ELMO <br />POLICY FOR 25 MPH SPEED LIMITS <br />Purpose <br />The purpose of creating 25 MPH speed zones is to increase safety by reducing vehicle <br />speeds in specific neighborhood areas. <br />Authority <br />Minnesota Rules Chapter 169.14 subd. 2. (7) allows a City to adopt a 25 MPH speed <br />limit for residential roadways <br />Policy <br />The City shall use the following criteria when considering a 25 MPH speed limit for <br />residential streets. <br />1. The street shall be in a high density area where the average lot size is 0.75 acres <br />or less. <br />2. The street width shall be 26 feet or less. <br />3. There is limited sight distance along the street due to vegetation, hills, or sharp <br />curves. <br />4. A recommendation by the City Engineer. <br />5. The street shall not be a collector route. <br />6. Shall meet the definition of "Urban District" in Minnesota Rules 169.01 (57) <br />Adoption <br />A 25 MPH speed limit shall be adopted by City Council resolution. A copy of the <br />resolution must be mailed to the Commissioner of Transportation at least 10 days before <br />posting. <br />Posting <br />All streets which have a 25 MPH speed limit shall have signage indicating the beginning <br />and end of the speed limit area. <br />Notification <br />1. All property owners abutting a 25 MPH street shall have mailed notice prior to <br />posting. <br />2. The local police shall be given notice of the 25 MPH speed zone. <br />
