City of Lake Elmo <br />Washington County, Minnesota <br />Resolution No. 2005-066 <br />A RESOLUTION OPPOSING THE METHOD OF DETERMINING <br />A LANDFILL LOCATION FOR FLY ASIA AND <br />THE METHOD OF DISPOSING OF FLY ASH <br />WHEREAS, Xcel Energy has gathered a committee of representatives from various <br />municipalities and townships within Washington County, including a representative from the <br />City of Lake Elmo to rank potential landfill sites in Washington County for the disposal of Coal <br />Combustion Byproducts (CCBs) known as Fly Ash. created by the King Generation Plant, AND; <br />WHEREAS, the City of Lake Elmo has two landfill sites that have resulted in <br />contamination to groundwater and drinking water, AND; <br />WHEREAS, the Fly Ash produced by the King Generation Plant will accumulate rapidly <br />and result in great quantities of Fly Ash which is known to include noxious chemical byproducts, <br />great quantities of heavy metals, and other hazardous materials, AND; <br />WHEREAS, the Lake Elmo City Council strongly believes that the siting of one or more <br />Fly Ash dump sites in one or more locations in Washington County cannot be considered in <br />isolation without regard to quality of life concerns, AND; <br />WHEREAS, the Lake Elmo City Council maintains that the necessary research, science, <br />investment and disclosure pertaining to the protection of water quality in this region has not been <br />performed or occurred, and the necessary research into numerous alternatives to dumping these <br />Coal Combustion Byproducts has not been performed; <br />NOW, THEREFORE, BE IT RESOLVED, that the Lake Elmo City Council stands on <br />record as being in opposition to this project, the process for selection of a location for the <br />dumping of Fly Ash, and the forward movement of site selection for this project until the <br />scientific concerns and appropriate investments have been thoroughly researched and disclosed. <br />ADOPTED, by the Lake Elmo City Council i 21St day , 2005. <br />ATTEST: Dean Johnston, Mayo <br />actin l�aff ` y, dministrator <br />
