RESOLUTION NO 2010-040 <br />A RESOL UTIONA UTHORIZING ADOPTION OF THE CITY OF LAKE ELMO 2030 <br />COMPREHENSIVE PLAN UPDATE <br />WHEREAS, Minnesota Statutes section 473.864 requires local governmental units to <br />review and, if necessary, amend their entire comprehensive plans and their fiscal devices and <br />official controls at least once every ten years to ensure comprehensive plans conform with <br />metropolitan system plans and ensure fiscal devices and official controls do not conflict with <br />comprehensive plans or permit activities that conflict with metropolitan system plans; and <br />WHEREAS, the City Council, City Staff, and the Planning Commission have prepared a <br />draft Comprehensive Plan intended to meet the requirements of Minnesota Statutes and the <br />Metropolitan Council guidelines; <br />WHEREAS, the City conducted public hearings on April 13, 2009 and April 22, 2009 <br />relative to the adoption of the Comprehensive Plan; and <br />WHEREAS, the City Council has reviewed the Comprehensive Plan and those <br />recommendations, public comments, and comments from neighboring jurisdictions and affected <br />governing bodies; <br />WHEREAS, the City Council granted the draft plan preliminary approval on May 19, <br />2009 and authorized staff to submit the plan to the Metropolitan Council for review; <br />WHEREAS, the Metropolitan Council has reviewed and taken final action on the plan <br />on March 24, 2010 and found that the plan, with minor changes, meets all Metropolitan Land <br />Planning Act requirements, conforms to regional systems plans for transportation, water <br />resources management, and parks, and is compatible with the plans of adjacent and affected <br />jurisdictions; and <br />WHEREAS, the City has made all requested changes to the plan in response to <br />Metropolitan Council guidance; <br />
