CITY OF LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />RESOLUTION NO 2011-051 <br />A RESOLUTION REQUESTING ASSOCIATION BETWEEN THE CITY OF LAKE ELMO <br />LIBRARYAND THE WASHINGTON COUNTY LIBRARY SYSTEM. <br />WHEREAS, the City of Lake Elmo is a municipal corporation organized and existing <br />under the laws of the State of Minnesota; and <br />WHEREAS, the City has passed certain resolutions and is taking certain actions pursuant <br />to Minn. Stat. § 134.07 et seq. to establish a city public library service, including imposition of a <br />tax levy upon its residents for library services, appointment of a library board, acquisition of <br />books, and acquisition of appropriate building space for library operations; and <br />WHEREAS, it is the intention of the City of Lake Elmo to provide well managed and <br />quality library services for the residents of Lake Elmo; and <br />WHEREAS, the City of Lake Elmo desires to have access to MELSA services and full <br />participation in the State Borrowers Compact; and <br />WHEREAS, the State Librarian has advised the City that the City can obtain access to <br />MELSA services and participation in the State Borrowers Compact by contractually affiliating <br />with another library or library system that is a member of MELSA and the State Borrowers <br />Compact; and <br />WHEREAS, the Washington County Library System is a member of MELSA and <br />participates in the State Borrowers Compact; and <br />WHEREAS, the Washington County Library System has in the past and is currently <br />contractually affiliated with the City of Stillwater Public Library and City of Bayport Public <br />Library, and thereby provides Stillwater and Bayport with access to MELSA and the State <br />Borrowers Compact; and <br />WHEREAS, the written policies of the Washington County Library System provide that <br />"When consolidation is not chosen by the community, we will consider requests from city <br />libraries for development of Full Service contracts which will result in the contracting public <br />libraries operating as a single unit, while retaining separate library boards and governance" which <br />includes "all the elements of Full Participation in MELSA as described in the MELSA Plan of <br />Association." <br />WHEREAS, the City of Lake Elmo desires to affiliate with the Washington County <br />Library System and enter into a Full Service contractual agreement similar to that of the City of <br />Stillwater Public Library and City of Bayport Public Library or an alternative agreeable to the <br />City of Lake Elmo and Washington County. <br />
