WHEREAS, the City of Lake Elmo has established a Comprehensive PIan that provides <br />a compilation of background data, policy statements, standards, and maps, which help to guide <br />the future physical, social, and economic development of the City; and <br />WHEREAS, said Comprehensive Plan has been prepared in compliance with Minnesota <br />Statutes section 473.864 that requires local governmental units to review and, if necessary, <br />amend their entire comprehensive plans and their fiscal devices and official controls at least once <br />every ten years to ensure comprehensive plans conform with metropolitan system. plans and <br />ensure fiscal devices and official controls do not conflict with comprehensive plans or permit <br />activities that conflict with metropolitan system plans; and <br />WHEREAS, the City of Lake Elmo previously updated the Land Use and Housing <br />chapters in its Comprehensive Plan in 2006 to include plans to extend regional sewer service into <br />two distinct areas within: the City; and <br />WHEREAS, the City of Lake Elmo prepared further amendments to its Comprehensive <br />Plan concerning Transportation, Surface Water Management, Water Resources, and <br />Implementation as part of the 2008 decennial review; and <br />WHEREAS, the City of Lake Elmo has previously committed to updating the housing <br />chapter of its Comprehensive Plan as part of any future amendments; and <br />WHEREAS, the City of Lake Elmo completed updates to the Land Use Chapter of the <br />Comprehensive Plan that includes a revised land. use plan for the 1-94 Corridor to be served by <br />regional sanitary sewer services; and <br />WHEREAS, the City of Lake Elmo also completed updates to the Housing Chapter of <br />the Comprehensive Plan in conjunction with said Land Use Chapter amendments; and <br />WHEREAS, the City Council, City Staff, and the Planning Commission have prepared <br />amendments to Chapter III — Land Use and Chapter IV --- Housing of the Comprehensive Plan <br />intended to meet the requirements of Minnesota Statutes and the Metropolitan Council <br />guidelines; <br />Resolution No. 2013-25 <br />
