WHEREAS, pursuant to City Council authorization, adopted on September 17, 2013, a <br />feasibility report has been prepared by FOCUS Engineering, Inc. to extend the Village water system <br />approximately 2.5 miles south along Lake Elmo Avenue, from 30th Street North to the fixture intersection <br />of Lake Elmo Avenue and 5th Street, to provide municipal water service to developing properties in the <br />southeast part of the City; and <br />)REAS, the feasibility report recommends Haat connection service stubs be installed to <br />properties located adjacent to the watermain improvements and recommends that a portion of the cost of <br />the improvements be assessed pursuant to the City's Special Assessment Policy and Minnesota Statutes, <br />Chapter 429; and <br />WHEREAS, the feasibility report provides informationregarding whether the proposed <br />improvement is necessary, cost-effective, and feasible; whether it should best be made as proposed or in <br />connection with some other improvement; the estimated cost of the improvements as recommended; and a <br />description of the methodology used to calculate individual assessments for affected parcels. <br />That the City Council will consider the improvements in accordance with the report and the <br />assessments of the abutting properties for all or a portion of the cost of the improvements <br />pursuant to Minnesota Statues, Chapter 429 at an estimated total project cost of $2,894,000. <br />2.
