I AV JLPEf _ML <br />.. <br />., RESOLUTION ORDERING FEASIBILITY REPORT, RECEIVING A <br />FEASIBILITY REPORT, CALLING HEARING ON IMPROVEMENT, <br />APPROVE PLANS AND SPECIFICATIONS, AND INCORPORATE <br />PLANS AND SPECIFICATIONS INTO 39TH STREET NORTH: STREET <br />SEWERAND SANITARY IMPROVEMENTS FOR THE <br />VILLAGE EAST TRUNK SANITARY IMPROVEMENTS <br />WHEREAS, sanitary sewer improvements are necessary to connect the 39`' Street North sanitary <br />sewer improvements by installing 2,000 feet of trunk sewer from Trunk Highway S to south of the Union <br />Pacific Railroad tracks; and <br />WHEREAS, there are three developable benefiting properties adjacent to said improvements; <br />and <br />WHEREAS, a feasibility report has been prepared by FOCUS Engineering, Inc. for the Village <br />East Trunk Sanitary Sewer Improvements; and <br />WHEREAS, the feasibility report recommends that benefitting properties along the project route <br />be assessed all or a portion of the cost of the improvements pursuant to the City's Special Assessment <br />Policy and Minnesota Statutes, Chapter 429; and <br />WHEREAS, the feasibility report provides information regarding whether the proposed <br />improvement is necessary, cost-effective, and feasible; whether it should best be made as proposed or in <br />connection with some other improvement; the estimated cost of the improvements as recommended; and a <br />description of the methodology used to calculate individual assessments for affected parcels; and <br />WHEREAS, the City Engineer, together with Bolton and Menk, Inc. has prepared plans and <br />specifications for the Village East Trunk Sanitary Sewer Improvements: TH 5 to UP Railroad and has <br />presented such plans and specifications to the Council for approval. <br />The City Council directs the City Engineer and FOCUS Engineering, Inc., to complete a <br />feasibility report in accordance with Minnesota Statues, Chapter 429 for the proposed <br />improvements, and to report to the council with all convenient speed advising the council in a <br />preliminary way as to whether the proposed improvement is necessary, cost-effective, and <br />feasible; whether it should best be made as proposed or in connection with some other <br />improvement; the estimated cost of the improvement as recommended; and a description of the <br />methodology used to calculate individual assessments for affected parcels. <br />2. That the City Council will consider the improvements in accordance with the report and the <br />assessments of the abutting properties for all or a portion of the cost of the improvements <br />pursuant to Minnesota Statues, Chapter 429 at an estimated total project cost of $288,000 for the <br />sanitary sewer improvements. <br />Resolution leo. 2014.48 <br />
