designation a parcel of land located immediately west of Manning Avenue North (CSAR <br />15) and 'immediately north of 30'h Street North (PID 13.029.21.44.0002) from RAD — Rural <br />Area Development to V-LDR — Village Urban Low Density Residential. <br />3) That the Comprehensive Plan Amendment will apply to property legally described in the <br />attached Exhibit "A". <br />4) That the subject property associated with the Comprehensive Plan Amendment request is <br />currently located within the City's sanitary sewer service area. <br />5) That the proposed amendment will allow for the private market to complete the construction of <br />the Village Parkway minor collector road, a critical transportation improvement needed to serve <br />the upcoming growth and development and increased projected traffic volumes within the <br />Village Planning Area, <br />6) That the area impacted by the proposed amendment is relatively small, and that the potential <br />increase in residential units associated with the amendment is not inconsistent with the projected <br />levels of planned growth and development in the Village Area under the Village Land Use Plan. <br />NOW, 'THEREFORE, BE IT RESOLVED, that based on the foregoing, the Lake Elmo <br />City Council hereby approves the Applicant's request to amend the Lake Elmo Comprehensive <br />Plan, subject to and contingent upon the following; <br />1) Submission of the Comprehensive Plan Amendment to the Metropolitan Council and the <br />receipt of formal notification from the Metropolitan Council that its review has been <br />completed and approved. <br />2) As part of the preparation of Preliminary Plans for the Village Preserve South subdivision, <br />the applicant shall prepare a screening plan along the western boundary of the Holliday <br />parcel adjacent to the Mcleod parcel that effectively buffers the proposed residential <br />subdivision from the rural single family lot to the west. <br />Passed and duly adopted this 15`x' day of July 2014 by the City Council of the City of Lake Elmo, <br />Minnesota. <br />Mike P- arson, & 4<or <br />ATTEST: <br />Adam Bell, City Clerk <br />Resolution No. 2014-60 <br />
