CITY OF LAKE ELMO <br />WASHINGTON COUNTY <br />STATE OF MINNESOTA <br />RESOLUTION NO. 2014-87 <br />A RESOLUTION ORDERING THE IMPROVEMENTS FOR THE <br />SECTION 34 PRESSURE REDUCTION STATIONS, ACCEPTING BIDS, <br />AND AWARDING A CONTRACT <br />WHEREAS, the 2030 Water System Master Plan identifies the boundary between the Water <br />System High Pressure Zone and Water System Low Pressure Zone to be in Section 34 due to the <br />significant relief in topography; and <br />WHEREAS, the Savona and Hammes Estates developments have both recently been platted <br />thereby identifying the location of streets and watermains to be installed within their respective <br />subdivisions; and <br />WHEREAS, the City Engineer, and his consultants, have recently determined the locations to <br />install the Pressure Reduction Stations within Section 34 to create an intermediate pressure zone as the <br />high pressure zone transitions to the low pressure zone, and said intermediate pressure zone resides within <br />portions of both the Savona and Hammes Estates subdivisions; and <br />WHEREAS, the improvements are necessary, cost effective and feasible to provide a functional <br />system to deliver the supply of water at safe operating pressures throughout the area; and <br />WHEREAS, pursuant to an advertisement for bids for the Section 34 Pressure Reduction Station, <br />bids were received, opened, and tabulated according to law, and bids were received complying with the <br />advertisement; and <br />WHEREAS, bids were tabulated, checked and summarized to verify that all requirements of the <br />submittals were met; and <br />WHEREAS, the project engineer reviewed the bids and has provided a letter recommending the <br />award of the contract for both the base bid and Alternate No. 1 to the lowest responsible bidder, <br />Geislinger & Sons, Inc., in the amount of $113,853.00. <br />NOW, THEREFORE, IT IS HEREBY RESOLVED, <br />1. Such improvement is deemed necessary, cost-effective, and feasible as recommended by the City <br />Engineer. <br />2. Such improvement is hereby ordered as proposed in this council resolution adopted this 21" day <br />of October, 2014. <br />3. The improvements shall be incorporated as part of the Section 34 Water and Sewer Utility <br />Extension Improvements project and paid for through funds established for this project including <br />the levying the cost of said improvements to the benefiting properties. <br />4. The City Council declares its official intent to reimburse itself for the costs of the improvement <br />from the proceeds of tax exempt bonds. <br />Resolution No. 2014-87 <br />
